ENERGY EFFICIENCY IMPROVEMENTS IN URBAN LOCAL BODIES THROUGH ENERGY SERVICE COMPANY(ESCO)

The work involves direct technical coordination with Energy Conservation Building Code (ECBC) Cells in 11 states (Karnataka, Chhattisgarh, Kerala, Arunachal Pradesh, Assam, Meghalaya, Sikkim, Manipur, Mizoram, Nagaland and Tripura) and 6 Union Territories (Andaman & Nicobar Islands, Lakshadweep, Puducherry, Dadra & Nagar Haveli, Daman & Diu and Goa). The assignment is funded under the UNDP-GEF-BEE project.
The ECBC Cells has been mandated to work with Public Works Department and State Designated Agency to (a) Amend ECBC and ECBC rules to meet the state requirements; (b) develop energy-efficient demonstration projects; (c) updation of civil & electrical schedule of rates; (d) updating of building by-laws or General Development Control Rules (GDCR) to include state ECBC provisions and (e) capacity building and knowledge dissemination about ECBC with building sector stakeholders; (f) compilation of energy-efficient material and technologies directory; (g) implementation of ECBC compliance tool in synchronisation with ULB’s building approval system; (h) coordination with state and municipal department to get connected to Energy Monitoring Information System (EMIS).
Involved in the implementation of assignment on “Energy Efficiency Improvements in Urban Local Bodies through Energy Service Company (ESCO) approach” under Partial Risk Savings Fund (PRSF) programme. The project was supported by the Small Industries Development Bank of India (SIDBI). The work is focused on developing bankable ESCO projects in selected ULBs related to energy efficiency in buildings, municipal water supply and public street lighting.
